Leo F. Starnes was born in Sacramento, California, on February 1, 1945. He passed away on April 27, 2026, surrounded by many members of his loving family.
Leo was a devoted husband, father, grandfather, brother, and friend who took great pride in the life he built and the people he loved. He is survived by his wife, Kathleen Starnes; his children, Stephan Starnes Sr. and Sonya Starnes; his stepdaughters, Jennifer Ritchie (Matt) and Tracey Eipper (Micah); his grandchildren, Stephan Starnes Jr., Daniel Starnes, Gabriella Starnes, Elijah Ramirez, Madeline Ritchie, and Jack Ritchie; and his siblings, Robert Starnes, Ramona Salas (Jesus), Francisco Perez (Linda), Marsha Cooper (Bill), and Archie Tillery (Barbara). He was preceded in death by his older brother, Jacob Starnes Jr.
A proud Navy veteran, Leo served aboard the USS Bennington from 1962 to 1966. Following his service, he began a long and dedicated career with PG&E, where he worked from August 1966 until his retirement in January 2009.
Leo had a deep passion for photography and videography, spending many years capturing moments of joy at family events, and exciting moments at historic car races. He also cherished attending annual Navy reunions, where he reconnected with his shipmates and lifelong friends. Above all, he loved spending time with his family, which he had in abundance, with a large extended family that included many cousins, nieces, nephews, and loved ones.
